Allegations are made that drinking and anti-social activities are going on daily at the women's hostel construction site. He is also accused of assaulting a Hindu woman a few months ago. It is alleged that the police remained silent despite the presence of a group of miscreants armed with sharp weapons in the area in broad daylight on October 26.

Locals claim that Mannan is close to Congress MLA Birjit Sinha and is acting in this way under political patronage.Angry citizens have demanded the filing of an FIR against the accused and swift legal action.
